When to use email? When to use the phone?

With so many options to chat, text, talk and communicate, how do you know when to use which method?  A very wise businessman gave me the following advice:

If you need to convey information — use email.

If you need to make a decision — use the phone.

If you need a behavioral change — talk face to face.
